The digital divide is far more than just an inconvenience for rural America, and only in the past 3-5 years has bridging that gap become a priority. While not having easy access to content providers such as Netflix or Disney is certainly annoying, it’s only the tip of the iceberg that is missed opportunities for those without reliable internet. Better late than never, the federal government finally stepped in with grants to encourage ISPs, utility companies, and entrepreneurs to build out to these underserved communities and start bridging the divide. These grants have been the springboard for companies nationwide to build or grow their fiber networks and connect communities that would have otherwise fell through the cracks.
Those grants woke a sleeping giant in the form of Resound Networks. Founded in a garage in Pampa, Texas, Resound was dedicated to providing reliable internet to underserved communities. Their team was willing to take on the additional challenges related to building in remote areas, and federal grants acted as the springboard for Resound to grow exponentially. The catalyst was there; all Resound needed was a repeatable system to scale as fast as they received funding.
Founded in Pampa, Texas, in 2016, Resound Networks went from operating out of a garage to having thousands of subscribers across 7 states . Thanks to government grants, communities that would have been far too expensive to build to in the past were now addressable. Armed with these funds, Resound was off to the races receiving $303 million in a single grant at one point in their rapid growth.
Dennis Durden and Chris Vainrib were tasked with keeping this exponential growth on track. With network experience dating back to their time in the military, Chris in the Army and Dennis in the Navy, they had all the knowledge and funding they needed to hit the ground sprinting. What was holding them back? The ability to quickly find reliable/diverse connectivity for these remote markets, get it provisioned and handle support tickets for all connectivity.
That changed at an industry event in Florida in 2023 when they met the Capcon team. As experts in connectivity for network operators with extensive experience sourcing connectivity in remote locations, the Capcon team was purpose-built to solve the problems that Resound was having and help them scale as fast as funding permitted.
Building a network to serve rural communities is no simple project, so having transparent and consultative vendors was incredibly important as Resound grew. The administrative overhead of looking for diverse carriers in every new market, making sure they had the necessary capacity available to be an upstream provider, and getting budgetary pricing was a burden that was quickly becoming too heavy to bear. This was only a small piece of the project, but it took far more time than Resound had to spare.
The solution to that problem came in the form of Capcon Networks. With Capcon Networks now in their corner, Resound could easily offload all of the connectivity research and procurement so they could focus on building networks and connecting communities. What used to be hours of work was now just an email to Capcon. Not only did they have all of their options placed in front of them in a fraction of the time, but with Capcon’s extensive knowledge working with network operators, they got valuable consultation and a fully vetted solution.
This, paired with Capcon’s carrier agnostic approach, solved a lot of problems. What had been a tedious, time-consuming process, was now just a simple email.

Finding reliable connectivity was phase 1 of Resound’s connectivity troubles. Once they had found it, they still had to get circuits turned up, track contracts, and manage a myriad of support contact information for when a circuit went down. When you are turning up geographically diverse markets and each one needs diversity, the number of carriers you have and support teams you have to manage quickly becomes a nightmare that network operators can’t wait to wake up from. Finding diversity at all can be challenging the more remote the community is.
In Chris's words, "Far too often there doesn't appear to be diversity at all, but Capcon has the wherewithal and knowledge to push us in directions we hadn't thought of. Their ability to get creative and find solutions where we couldn't has been huge for us!" Since Capcon is carrier agnostic, all of those carriers had been reduced to a single provider, a single set of contracts, and one email/phone number to contact for support. Instead of having calls with multiple carriers each week to make sure projects were staying on track, they now just had a single call with Capcon Networks and they could stay up to date on all of their pending connectivity for new markets.

While the conversation with Capcon may have started around saving time early in the connectivity process by identifying all viable solutions and bringing them to the table, the benefit Resound didn’t see coming was Capcon’s provisioning team. Before meeting Capcon, Dennis, Chris, and their team had to work directly with carriers to activate circuits. This meant endlessly following up with multiple providers and trying to keep all of their circuits in provisioning moving in the right direction. Resound basically had valuable team members wasting time herding turtles.
Once Capcon was on the scene, they had a single provisioning team keeping everything moving on their behalf. They had one weekly call to get updates, and their speed to market improved dramatically! Their time from order to turn-up went from being over 300 days on some circuits to averaging around 45 days with Capcon Networks. Resound’s team got their time back on managing the provisioning of circuits and dramatically lowered their turn-up time so they could connect communities much faster.

Looking into the future, Resound has only just started its attack on the digital divide. A single grant they received mandates that they pass a minimum of 250,000 homes by the end of 2028, and it is just one of many!
Resound will continue to pursue additional grants for new communities while connecting the communities they already have grants for; doing their part to slam the door shut on the digital divide. Capcon will continue to help them stay on track by making connectivity for new markets completely turn-key, as well as provisioning and support.
Pretty impressive for a story that started in a garage in Pampa, Tx.
